Brazilian Police Shoot an Occupy Estelita Protester at Point Blank Range

Brazil – Occupy Estelita, who opposes the “new Recife project,” that will destroy a historic area of the state capital to make way for the construction of buildings, parking lots and shopping areas in Pier José Estelita, in Recife, returned to protest on Thursday afternoon.

The protest comes a day after the Federal Police executed search and seizure warrants at the headquarters of the New Recife consortium, responsible for the project, and the company hosting the pier Land Auction, located in São Paulo.

During the act, a seemingly unprovoked military policeman fires a ‘less than lethal’ rubber bullet at one of the protesters just a few feet away. Video of the protest shows the moments of the attack.

The protest march is seen approaching a group of policeman and lifting the banner they hold above the heads of the policeman so that they can pass. The policeman who fires reaches above his head to grab the banner, seemingly annoyed, he just raises his gun and fires.

Article 19 an International Organisation that operates in the defence of the rights to freedom of expression-action released a statement denouncing the Military Policeman’s actions. (rough translation – Portuguese below)

Images That are circulating on the internet show a soldier of the corporation by firing a shot of rubber bullet at point-blank range and without any justification against a protester, atingind o-o on the shoulder, according to reports.

In addition to visibly shocking, the attitude violates basic protocols of use of less lethal weapons-as their use at a safe distance and directed at a height below the belt line. In the video is also clear the lack of need of police intervention, since the protest was not no outbreak of conflict that threaten the safety of other people. In Images, it is possible to see that the shooting occurred after the policeman have tried to remove a track carried by the demonstrators.

In Note, the government of pernambuco said that away the soldier involved in episode and that the action was “alone”. In the meantime, the constant monitoring of article 19 of street protests in Brazil, whole shows that violations as the registered are recurring and are part of a culture of repression of the state against manifestations of this nature.

A ARTIGO 19 repudia a ação da Polícia Militar de Pernambuco durante a realização de manifestação organizada pelo movimento Ocupe Estelita ontem (1º) em Recife.

Imagens que circulam pela internet mostram um soldado da corporação efetuando um disparo de bala de borracha à queima roupa e sem qualquer justificativa contra um manifestante, atingindo-o no ombro, segundo relatos.

Além de visivelmente chocante, a atitude viola protocolos básicos de uso de armamento menos letal – como sua utilização a uma distância segura e direcionada a uma altura abaixo da linha de cintura. No vídeo fica também clara a falta de necessidade da intervenção policial, já que o protesto não apresentava nenhum foco de conflito que ameaçasse a segurança de outras pessoas. Nas imagens, é possível ver que o disparo ocorreu após o policial ter tentado remover uma faixa levada pelos manifestantes.

Em nota, o Governo de Pernambuco afirmou que afastou o soldado envolvido no episódio e que a ação foi “isolada”. Entretanto, o constante monitoramento da ARTIGO 19 de protestos de rua no Brasil inteiro mostra que violações como a registrada são recorrentes e fazem parte de uma cultura repressiva do Estado contra manifestações desta natureza.

É essencial que não só o Governo de Pernambuco mas todo o Estado brasileiro desenvolva medidas que visem orientar agentes de segurança a atuarem em manifestações no sentido de garantir a segurança de todas as pessoas presentes e com protocolos claros de como agir em situações de conflito.
Dessa forma, a ARTIGO 19 cobra do governo pernambucano um engajamento direto para a aprovação do projeto de lei (PL) 372/2015, que visa regulamentar a atuação da polícia em protestos de rua. Fruto de iniciativa de movimentos sociais, entre os quais, o movimento Ocupe Estelita, o PL prevê também a criação de um protocolo de uso de força policial em manifestações, cuja existência é de suma importância para que cenas como a registrada não ocorram mais.
